The Amber Ridge Conceptual Site Plan proposes 150 – 200 attached single family dwellings and approximately 20,000 sq. ft. of commercial retail development. 


The subject property, located on the west side of southbound U.S. Route 301, just north of Pointer Ridge Drive, contains 19 acres.

The property is zoned M-X-T (Mixed Use – Transportation Oriented). The proposed development is permitted by right under the Prince George’s County Zoning Ordinance. 

Conceptual Site Plan (CSP)

The Conceptual Site Plan (CSP) stage is the second in a multi-stage development review process.  The first phase was a Zoning Map Amendment application, to change the zoning on the property from C-S-C (Commercial Shopping Center) to M-X-T, and was approved by the District Council in 2014. 

Preliminary Plan

If the current CSP application is approved, the applicant (RWSC, LLC) would submit a Preliminary Plan of Subdivision, followed by a Detailed Site Plan (DSP).  Community facilities, such as roads, schools, emergency services, water and sewer, and stormwater management, are all reviewed as part of the Adequate Public Facilities Test (APT) at the Preliminary Plan stage.  Property lines of all proposed development within the site are also created during the Preliminary Plan stage. 

Detailed Site Plan (DSP)

The fourth and final review stage is the DSP, which includes features such as building architecture, landscaping, signage and parking lot layout.  In the Amber Ridge case, submission of a Preliminary Plan and DSP are a few years away.

City Council Public Hearing for the Amber Ridge CSP:  

Monday, March 6, 2017, 
8 p.m. 

The hearing will take place in the Council Chambers at Bowie City Hall, located at 15901 Excalibur Road.

A Stakeholders Meeting about the proposal was held on February 8, 2017.

A public hearing was held on February 28 before the Bowie Advisory Planning Board. The BAPB voted to recommend DISAPPOVAL of the project due to concerns about traffic.
